You do NOT replace John Barrowman as Captain Jack. You really just don’t.

Moffat HATES any characters from series outside his own (with the exception of River and he wrote that episode with his taking over in mind) and has downright refused to bring them in in either of the last two seasons other than the hologram bit which doesn’t count.

I highly doubt he’d bring Jack back at all. But if he does it better be Barrowman. 

But Jack is Moffat’s character. He first appeared in The Empty Child/The Doctor Dances.

Yes but Moffat didn’t write Torchwood which means his development was out of Moffat’s hands and Moffat’s ego wouldn’t allow himself to use a “tainted” character even if he’d helped write their introductory episode.
